THE NIGERIAN AIR FORCE HOLDS R&D WORKSHOP IN ABUJA. By Tony Iweka

The Nigerian Air Force organised a two- day workshop on RESEARCH & DEVELOPMENT, R&D, at the Army Headquarters Command Officers’ Mess, Asokoro in Abuja, capital of Nigeria on the 25th and 26th of October 2011.
The R&D Workshop under the auspices of the COMMAND FOR  STANDARDS AND EVALUATION , COSE of the Nigerian Air Force had the theme ‘ THE ROLE OF RESSEARCH AND DEVELOPMENT IN MILITARY TRANSFORMATION ‘ was supervised by the Chief of Standards and Evaluation, Air Vice Marshal C Onyemaobi.

The workshop was attended by the Chief of Defence Staff, Air Chief Marshal Olusegun Petinrin,  Chief of the Air Staff. Air Marshal Mohammed Dikko Umar, the Chief of Army Staff, Lieutenant-General Ihejirika, Rear Admiral Ijioma represented the Chief of Naval Staff. The chairmen of the National Assembly Committees on the Nigerian Air Force were also in attendance while the Minister of State for Defence, Erelu (Dr.) Olusola Agbeja Obada represented the Minister of Defence, Dr. Bello Mohammed at the occasion.

Speaking on behalf of the minister, Erelu Obada commended the NAF for its efforts to improve on the security of the nation and its transformation drive technologically and economically for the development of the force and Nigeria in general. She also inspected the static display of aircraft models (AMEBO 1&2), weapons, communications gadgets and other equipment developed and manufactured at the Air Force Institute of Technology, AFIT.

The event was organised in line with President Goodluck Jonathan’s Transformation Agenda for the nation. The R&D workshop is also hinged on the premise that the transformation of the Nigerian Military is a process that is expected to shape it through a combination of new concepts and capabilities that exploit the nation’s comparative advantage to protect its sovereignty from perceived threat and enhance economic development.

Presently, warfare is constantly evolving around the advancements of technology.  In view of this, the Nigerian Air Force believes that the dynamic nature of technology, threat, quality of personnel and other variables will always precipitate the need for continuous transformation of the military. It was against this background that the NAF deemed it fit to organise the R&D workshop.

The NAF achieved its main objective of the workshop which is to bring together military personnel, academics, policy makers, technocrats and other professionals concerned with the future of science, technology and innovating system, especially those dealing with technology transfer, technology assessment, technology forecasting and also facilitate exchange of knowledge among them.

A lot of key issues on technology transfer and acquisition were discussed at the event which was also attended by professionals from the different fields of endeavour. Lectures were delivered by guest speakers including the Director- General/ Chief Executive Officer National Office for Technology Acquisition and Promotion, NOTAP, Dr. Umar B. Bindir and Professor J.E. Amadi-Echendu, a Nigerian resident in South Africa.

The workshop attendees were divided into three syndicates for the two days and they thoroughly deliberated on matters concerning technology acquisition, transfer and promotion as well as the retaining of skilled and experienced NAF personnel in certain locations in order to maintain brain gain in the force.
